Pan-African gender governance: The politics of aspiration at the African Union

Abstract The African Union (AU) has developed an elaborate gender governance architecture, including machineries and women’s desks, policy frameworks, path-breaking rights laws, ongoing campaigns on rights–related issues. At the same time, member states’ engagement with this architecture is at best lukewarm, a lack of domestication, compliance, accountability. This paradox addressed in article by developing theoretical thinking around aspirational politics (Martha Finnemore Michelle Jurkovich, ‘The aspiration’, International Studies Quarterly , 64:4 [2020], pp. 759–69) political brokers (Stacie E. Goddard, ‘Brokering change: Networks entrepreneurs international politics’, Theory 1:2 [2009], 249–81), showing social relational origins pan-African governance. In doing so, examines how ‘aspirational politics’ can be operationalized to examine sociocultural production shared future imaginaries. paper focuses AU femocrats as key actors for AU’s agenda argues their importance between states, donors, UN agencies, civil society organisations. By mobilizing facilitating common ground agreement, institutionalized broker position allowed various emerge thrive. pursuits are met fatigue’ or outright contestation states. case demonstrates not ‘phase’ leading norms but part parcel normative negotiation engagement.
